PUBLIC NOTICE
Pursuant to Executive Order 11988 (Floodplain Management) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Legislative Pre-Disaster Mitigation Program funding for an action located in a floodplain. Funding would be provided through Maine Emergency Management Agency to the Town of Dover-Foxcroft to make repairs to the Lincoln Street Bridge.
The action is located on Lincoln Street in Dover-Foxcroft, Maine. The project is to replace a section of the stone/concrete bridge structure with a precast concrete rigid frame structure supported by new concrete footings and stem walls. The width and height of the bridge would not be changed. Concrete retaining walls would be constructed, extending up to 35 feet upstream from the bridge inlet. Best management practices would be implemented to minimize any potential impacts including the use of a turbidity barrier and silt fencing.
The project is within a mapped special flood hazard area. The project would improve the poor condition of the bridge and reduce the future flood risk on human health, safety, and welfare, while maintaining its original footprint. A map of the area of available upon request.
The project must in be in a floodplain due to the nature and purpose of the project. The No Action alternative was considered and dismissed due to the risk of structural failure if the bridge were to remain in its existing poor condition. Grant conditions will also require compliance with all federal, state and local laws, including Clean Water Act permitting and coordination with the local floodplain administrator.
